Salary: $77,230.31- $124,964.08 (depending on qualifications); FLSA Status: EXEMPT

Reports to Director; Safety Sensitive Position

Limited Amount of Travel Required


Work Schedule: Must be able to work Monday through Friday 8:00a – 4:30p and be available after hours.

Position(s) Supervised: Senior Accountant, Payroll Accountant, Accounts Payable/Billing Assistant


POSITION SUMMARY:

Responsible for oversight of public funds and the management and reporting of financial data for the Utility.  Including preparing financial statements, examining, and analyzing accounts and ensuring compliance with financial reporting and other standard accounting procedures.

Essential Functions Statements:

· Directs Operation of the Accounting Department: Plans and implements policies and procedures for Accounting Department; plans and monitors budget for Accounting Department and Utility over all expenditures; Supervises the planning, reporting and consolidation of the Utility’s accounting, purchasing and financial records. Provides accounting and financial counsel to the Director and Operation’s personnel as required. Tracks investments and moves funds to maintain best profile possible. Ensures compliance with GAAP, GASB and other applicable laws and rules.

· Reviews Changes in Federal, State and Local Laws: Reviews professional periodicals for information concerning changing laws, advises management of laws affecting Utility’s Administration practices, reviews actions by staff to ensure compliance with existing laws and policies.

· Directs and Oversees Payroll Activities: Ensures that all employees are compensated in an accurate, timely manner, ensures that all checks are properly accounted for and are endorsed and distributed through payroll. Monitors Payroll Accountant’s activities to ensure proper distribution, trains staff on desired methods for payroll accountability.

· Participate and Assist in Preparation of Utility’s Strategic Operating and Capital Expenditure Plans: Work closely with the Director to plan expenditures and to ensure the availability of the necessary funds.  Maintains banking and investment relationships.

· Monitors Cash Requirements: Monitors cash to most effectively manage company assets and meet obligations when done. 

· Prepares Month End Financial Statement for the Wastewater Committee: Monthly prepares financial statement for the Committee to accurately track expenditures and Utility income.

· Conduct Internal Audits: Periodically audits accounts internally to ensure effectiveness of established control measures.

· Administers the Accounts Due and Accounts Payable: Balances Accounts Receivable Returned Deposit Liability Accounts and collects Fees Receivable accounts on an ongoing basis. Verifies deposit holdings, reconciles bank statements and makes applied adjustments to deposits.

· Consolidates Departments Budgets into the Utility’s Annual Budgets: Checks approved departmental budgets for accuracy and combines them for the annual budget in accordance with directions from the Director.

SKILL & ABILITIES:

· Education: Bachelor’s degree in accounting or finance.  CPA Certification Preferred.  MBA or MPA or related degree is desirable.

· Experience: 3 - 5 years in general accounting administration at the professional level.

· Computer Skills: Must be proficient in using Microsoft Office and accounting software.  Knowledge of Great Plains software is a plus.

· Certifications & Licenses: Certified Public Accountant (Preferred)

· Other Requirements:

  1. Knowledge of accounting management theory and practices.

  2. Knowledge of government regulations and laws related to accounting.

  3. Knowledge of the budgeting process.

  4. Knowledge of financial policy formulation.

  5. Knowledge of cash basis cost accounting systems and procedures
