Starting Salary: $63,478.43 - $103,404.43 DOE

POSITION SUMMARY:
Inspects and monitors industries, restaurants, and other businesses to ensure compliance with Federal, State, Local laws, and/or Ordinances. Research and interpret Federal, State, Local Government, and Utility laws and regulations to ensure the Utility’s compliance. Provide information on those interpretations to the department manager and local industries. Informs industries of violations and/or potential violations.
DESIRED QUALIFICATIONS:
- Bachelor’s Degree in Chemical Engineering, Environmental Engineering, Biology or Chemistry
- Minimum 5-years’ experience in supporting role of an ADEQ and EPA approved Pretreatment Program
- Excellent Interpersonal Skills for establishing and maintaining effective working relationships with employees, other departments, City Staff, City Officials, and the public
- Management and team building skills to include supervisory, instruction, problem analysis and decision making, planning, organizing, adaptability, stress tolerance and time management
- Proficient in Microsoft Word, Excel, and Power
- Knowledge of Federal, State, Local & Pretreatment Ordinance requirements
- Knowledge of Clean Water Act, SARA, RCRA, CFRs and other laws governing the collection, pretreatment, treatment and discharge of wastewater
LICENSES & CERTIFICATIONS
Class 1 Wastewater Treatment Operator’s License and Industrial Wastewater License, Valid Arkansas Driver’s License

Essential Functions Statement(s):
- Supervision of the Pretreatment Program clerical and technical staff.
- Resolve compliance issues with industrial users and respond to customer complaints in a timely, polite, and effective manner.
- Research, analyze and interpret Federal, State, and Local Government laws, regulations, policies, codes, statutes, and requirements pertaining to NLRW Pretreatment Program to ensure compliance.
- Coordinate the development of the ADEQ and EPA required annual Pretreatment Program compliance reports.
- Review of Industrial Wastewater Discharge Permit Applications.
- Review of all reports pertaining to the Pretreatment Program.
- Develop Industrial Wastewater Discharge Permits.
- Develop permit conditions and compliance schedules for Wastewater Discharge Permits.
- Review of all monitoring data to ascertain instances of non-compliance of NLRW permitted industries.
- Notifies industrial and commercial users of instances of non-compliance related to the use of the sanitary sewer system.
- Issues violations/non-compliance letters to NLRW permitted industries.
- Reviews all permitted industries responses to violations/non-compliance letters issued to ensure proper corrective actions have been addressed.
- Attend and testify at Show Cause Hearings when appropriate.
- Supervises the direction of monitoring activities associated with the Pretreatment Program.
- Oversees the NLRW permitted industrial wastewater discharge sampling for permit compliance.
- Implementation of a security system to prevent tampering with the wastewater samples collected for compliance monitoring.
- Coordinates the billing of NLRW permitted industries.
- Assist in inspections of industrial and commercial facilities.
- Develop correspondence to address issues and concerns of NLRW permitted industrial customers.
- Perform as a liaison between the NLRW permitted industrial customers and the NLRW departments.
- Preparation of the Pretreatment Program Budget.
- Oversees the NLRW grease abatement program for restaurants connected to the NLRW sanitary sewer system.
- Coordinate enforcement actions between NLRW and industrial/commercial users connected to the sanitary sewer system.
- Perform other duties as assigned by the utility director or department manager.
Pre-Treatment Program Duties
- Receipt and review of Discharge Permit Applications.
- Preparation of permit conditions and compliance schedules for Wastewater Discharge Permits.
- The review of all monitoring data to ascertain instances of non-compliance.
- The notification to Industrial Users of instances of non-compliance.
- Direction of monitoring activities and sample transportation.
- Routine inspections of monitoring equipment and verification of operation and calibration.
- Routine inspection of the Industrial Users monitoring equipment and pretreatment equipment.
- Reviews testing results to determine compliance with the Industrial Pretreatment Program.
- The reporting of all instances of non-compliance to the Pretreatment Coordinator.
- Supervises the Pretreatment Technicians in the collection of samples and performing of laboratory procedures,
- The preparation of monitoring schedules.
- The implementation of security system for samples from collection to testing.
- Preparation of Wastewater Discharge Permits.
- Coordinates the billing of industrial customers.
- Researches and interprets Federal, State, and Local Government laws, regulations, and requirements to ensure the Utility’s compliance.
