Tonya Wallace, Capital Projects Manager

Tonya Wallace serves as Capital Projects Manager for North Little Rock Wastewater, a position she began in June 2025. This role enables her to continue making a meaningful impact in the water industry. She values the opportunity to make a difference through strategic planning, thoughtful collaboration, and long-term infrastructure improvements. 
 
She earned her bachelor’s degree in construction management from the University of Arkansas at Little Rock, passed the Associate Constructors exam in 2006, and was an active member of UALR’s chapter of Sigma Lambda Chi, the International Honor Society for Construction.
 
She began her career in wastewater at the Little Rock Water Reclamation Authority in 2005 as a Storekeeper in the Clearwater Maintenance Storeroom. Tonya was promoted to Engineering Project Administrator in 2007 and again in 2015 to Engineering Program Manager. In that role, she oversaw asset management, capital improvement planning, budgeting, and the rehabilitation of plants, pump stations, and large and small diameter collection systems across more than 1,400 miles of pipe.
 
In 2023, she became Director of Facilities Asset Management, with oversight of mechanical, electrical, generation, instrumentation, and building systems across three water reclamation facilities, 32 pump stations, peak flow attenuation basins, and administrative sites. She led and supported supervisors and the Asset Management Administrator, advancing team productivity and internal service.
 
Tonya is actively involved in professional and community organizations. She’s been a member of the Arkansas Barrel Racing Association since 2001 and has served in nearly every leadership role, including President, Vice President, Secretary, Treasurer, and Division Chair. From 2008 to 2023, she contributed to the Arkansas Water/Wastewater & Water Environment Association as a committee member and currently serves as President of the Arkansas Water Environment Association.
 
She completed the Arkansas Governmental Manager program in 2021 and earned her Certified Public Manager designation in 2022 through the Arkansas Public Administration Consortium (APAC). She also holds a Class II Wastewater License and was named the 2025 Mike Thomason Wastewater Manager of the Year.
 
Tonya grew up in White Hall and now lives in Hensley, Arkansas. In her free time, she enjoys camping, boating, and barrel racing. She also cares for four horses, three dogs, and one cat, and loves hunting and fishing with her husband, Brandon.
